Clerk II performs complex work involving checking documents for accuracy, handling, transporting, and maintaining First Class mailings within Health and Human Services Enterprise Mail Services unit. Drives state issued vehicles in performance of regular duties, assist internal and external mail customers with all mail related inquires. The Clerk II is required to process, distribute all HHS Enterprise agencies inbound and outbound. Sort inbound mail by agency mail codes, cross-trains in Mail Distribution Centers (MDC) as needed to facilitate backup duties at satellite MDC locations. Prepares inbound First-Class accountable mail for remittance processing, routes interagency mail to other HHSC State offices via The Texas Procurement and Support Services (TPASS) mail couriers and another HHS Enterprise MDC’s. Prepares outbound USPS mail for State contracted outgoing mail vendor, Print Mail Pro (PMP). Prepares accountable mail e.g. Overnight Express, Certified and Registered mail for shipment and or inbound manifest tracking, involving data entry. Works under limited supervision of MDC supervisors, with moderate latitude for use of initiative and independent judgment, this position supports all HHS Enterprise agencies mail operations.
Essential Job Functions:
EJF 1. Operates HHS State issued vehicles, in performance of regular duties with limited supervision. Drives cargo vans, one-ton box trucks with mail lifts, sedan and other vehicles for collection and delivery of Health and Human Services (HHS) Enterprise agency mail to satellite locations, State contracted mail vendor Print Mail Pro (PMP) and United States Postal Service (USPS) postal stations. Must be able to lift and move USPS first class, mailing equipment (20-25lbs) and parcels for delivery. Time Spent: 65%
EJF 2. Provide professional and technical assistance to internal and external mail customers, disseminating USPS rules & regulations and HHS agency policy and procedures; Provide internal and external mail deliveries in various Mail Distribution Centers (MDC). Communicates on a basic level with others internally or externally to provide. Performs Data entry using Microsoft Office suites and peripheral devices; Uses copiers, scanning, word processing and presentation software and vendor proprietary software & equipment. Document Inbound accountable mail and overnight express courier mail for HHS Enterprise agencies to create an internal chain-of-custody and to capture customer signatures on portable handheld devices and copy manifest. Sort and distribute mail by established timeframes and deadlines using agency mail code systems and employee directories. Time Spent: 30%
EJF 3. Attends work on a regular and predictable schedule in accordance with State leave policy and performs duties as assigned, with limited supervision Time Spent: 5%
Knowledge Skills Abilities:
Skill in the use of electronic data and/or word processing equipment and software such as Microsoft Word, Outlook, PowerPoint, Access, Excel and Windows XP.

High School Diploma or GED equivalent required. Two (2) years of relevant work experience is preferred. Ability to work a professional customer service environment is required. Experience in developing and maintaining logs and reports. Experience handling and transporting mail and or other documents or services. Experience meeting and setting timeframes.
