Office of Teaching, Learning and Assessment

What you will do!
This position manages digital learning and educational technology initiatives, including the Oregon Digital Learning program, and serves as the state point of contact and liaison supporting Open Educational Resources (OER) through the Oregon Open Learning Hub (“the Hub”).
Typical Duties Include:

Managing the Oregon Digital Learning program, including:
- Creating, executing, and monitoring implementation of strategy for remote learning across the Oregon Digital Learning program.
- Administering and monitoring contracts related to Oregon Digital Learning.
- Leading mid and long-term strategic planning for Oregon Digital Learning.

Partnering with and serving as liaison with state and federal agencies, community-based organizations, ESDs, and family / caregiver groups to coordinate development and promotion of OER and related education tools and platforms

Developing or recommending program or policy changes pertaining to digital learning, including online learning and education technology, that benefit the state, partner agencies, schools and districts, and the students they serve. This includes collecting, analyzing, and evaluating data, policies, and proposals to identify the potential impact of such efforts on student access, learning, and well-being across the state and recommend a course of action.

What are we looking for?
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.

Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:

Knowledge and experience of digital learning and education technology pedagogy, tools, and applications in K-12 settings, including online, hybrid, and in-person contexts

Knowledge and experience in online and remote learning policies, practices, and applications in K-12 settings.

Knowledge of Open Educational Resources and their use and application in a K-12 landscape
-
Knowledge of federal and state general fiscal accountability practices and monitoring, including the administrator and management of grants and/or contracts.

Strong comprehensive oral and written communication skills.
-
Experience using and providing training of Learning Management Systems (LMS) in a professional (adult) and K-12 context.
-
Experience providing advice or technical assistance to school districts, tribes, community groups, or public.
-
Experience with presentation software, Google Applications, and other virtual collaboration platforms
-
Ability to establish effective relationships with a variety of partners and community groups representing diverse lived experiences and perspectives

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
