The Department of Law Enforcement Services – Crime Information Bureau is hiring a Program and Policy Analyst, Limited Term Employee. This is a Limited Term Employment (LTE) position. LTE positions do not automatically lead to permanent state employment or enjoy the same benefits as permanent employees; however, these positions do offer valuable work experience and an opportunity to learn more about career opportunities with the Department of Justice and the State of Wisconsin.
Hours of Work: This position will work a minimum of 15 hour per week with the option to work up to 40 hours per week. Limited term appointments are limited to the maximum of 1,039 hours per 12-month period.
Headquarters: This position is headquartered at the Risser Justice Center located at 17 West Main Street in Madison.

Position Summary
Under general supervision of the TIME & Technical Services Manager, this position has a shared responsibility of programs with other Unit Program & Policy Analysts in support of the Wisconsin Transaction Information for the Management of Enforcement (TIME) System. The TIME System is a statewide criminal justice information sharing network that provides access to criminal justice and law enforcement users in Wisconsin to state information but also information nationally.
This program and policy analyst works closely in designing, implementing, and evaluating a variety of administrative and operational systems for the management of the TIME System. These systems include secure access control for users and agencies, statistical reporting, and configuration management. As needed this position will research and analyze problems with a goal of recommending changes to existing programs and policies. This position requires knowledge of TIME system policies and procedures, as well as the policies and procedures of the FBI/CJIS Division, and the International Justice Public Safety Network (Nlets).
This position is also responsible for development of information materials (policy notifications, advisory notices, letters and newsletters) for agencies that access the TIME System. In addition this position is responsible for the coordination and organization of TIME System meetings.
Salary Information
This classification is in schedule 07, range 04. Pay for this position is up to $22.00. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan.
Job Details

Qualifications
Strong ability to work independently and with a group. Strong ability to work directly with varied groups both within the organization and externally, preferably a familiarity with law enforcement. Strong familiarity with using the internet for business purposes. Excellent oral and written communication skills.
