Position Summary

JOB SUMMARY
The core responsibilities are assessing public health preparedness, educational needs, and planning, developing, and education/training programs. The position is responsible for the development and maintenance of a County Health and Medical Preparedness Plan to ensure appropriate an adequate preparedness to health and medical emergencies that impact the County. Also assesses community on health and medical issues and has frequent interaction with other County department personnel, County Hospitals Systems, medical providers, law enforcement, emergency services, veterinarians, the Coroner, educational institutions, and community-based organizations.

REPORTING RELATIONSHIPS

The Health and Medical Coordinator reports to the Deputy Director of Emergency Management.

ESSENTIAL JOB FUNCTIONS
  • Completes, evaluates, maintains, and updates as appropriate the Lancaster County Health and Medical Preparedness Plan;
  • Maintains the Lancaster County Point of Dispensing (POD) Plan;
  • Coordinates Lancaster County preparedness to public health and medical events/emergencies;
  • Develops and implements effective communication strategies to disseminate health and medical preparedness information to the community and key stakeholders;
  • Designs and participates in planning exercises to test the efficiency of Health and Medical Preparedness and Point Of Dispensing plans;
  • In consultation with the PA Department of Health and local medical organizations, maintains awareness of investigations regarding communicable and infectious diseases; provides updates on the investigations Deputy Direction of Emergency Management and the Lancaster County Board of Commissioners in the form of situation reports and presentations;
  • Maintains awareness of animal and human disease prevalence in Lancaster County;
  • Develops training materials to educate the public and facilitate compliance with health and medical preparedness programs;
  • Collects and performs analysis on relevant data necessary for the preparation of various reports and presentations, as required;
  • Designs and utilizes evaluation tools to analyze and measure program outcomes and effectiveness;
  • Participates in community health promotion and disease prevention programs and activities with State agencies, municipalities, key stakeholders and community organizations;
  • Attends community public health meetings to keep current on related planning issues and concerns in the community, providing technical advice when appropriate;
  • Coordinates and facilitates meetings to support community planning, training and exercise activities as they relate to health and medical events/issues, preparing agendas, minutes, routine correspondence and research in support of such committees;
  • Maintains currency in advancements in the health and medical field and accurately projects the impacts of these changes on health and medical preparedness;
  • Prepares press releases and articles for submission to the press as directed;
  • Serves as an Emergency Management Duty Officer and performs the duties and responsibilities of this position;
  • Serves as the Health and Medical Emergency Support Function (ESF8) in the County EOC;
  • Respond to and assist in disaster assessment and recovery activities as directed by the Deputy Director;
  • Work is performed with considerable independence, but is reviewed by the Deputy Director;
  • Performs related work as required.

OTHER REQUIREMENTS
  • Deliver presentation to, and interact with small and large groups.
  • Must obtain training certificates in IS-100, IS-200, IS-700x and IS-800x within the first two months of employment.
  • Must obtain training certificates in ICS-300 and ICS-400 within the first two years of employment.
  • Must complete PA Emergency Management Agency County Basic Certification within the first year of employment.
  • Must complete PA Emergency Management Agency County Advanced and Professional Certification within four years of employment.
  • Must complete other training and certification as determined by the Department Director or designee.
MINIMUM QUALIFICATIONS
Bachelor’s Degree in related field or 1 years of relevant experience in health and/or medical field.
Or
High School Diploma and any combination of relevant education and Health and/or Medical experience that adds up to five (5) years.

KNOWLEDGE, SKILLS AND ABILITIES
  • Computer and Internet Literate.
  • Must possess functional capabilities in Microsoft Office Suite.
  • Organizational and public speaking skills.
  • Applicable knowledge of the Incident Command System and Emergency Support Functions.
  • Basic concepts, terminology and procedures related to emergency management planning and response.
  • Basic elements of an effective emergency operations planning.
  • Federal, state and local agencies involved in emergency management planning and response.
  • Principles of preparing effective training and educational materials and exercises.
  • Methods of record keeping and standard report preparation.
  • Standard office practices and procedures, including the use of standard office equipment.
  • Thorough knowledge of Health and Medical Emergency Services functions, organization, and structure.
  • Thorough knowledge of relevant federal, state, and local laws, codes, rules and regulations.
  • Thorough knowledge of potential dangers and preventative measures related to contamination from disasters, sabotage, or terrorism.
  • Good knowledge of community organizations and service providers related to health and medical.
  • Ability to meet and deal effectively with representatives of government, industries, funding sources, and members of the public.
  • Ability to effectively prepare and deliver presentations in a clear concise and articulate manner.
  • Ability to analyze and organize data as well as to prepare records, reports and presentations.
  • Ability to understand and interpret complex oral instructions and/or written instructions.
  • Knowledgeable in the methods of program development and evaluation; strong oral and written communication skills.
  • Strong organizational skills, initiative, integrity, sound professional judgment, tact and courtesy.

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

Valid Driver’s License with clean driving record for the last 5 years.
Successful completion of criminal background and credit checks.

  • This position has been identified as having the potential for exposure to Hepatitis B. Access to training and a voluntary vaccination against Hepatitis B is provided.
