Job Description

The City of Richmond Department of Information Technology is seeking to fill a Deputy Director, Senior position. Under general direction, the Deputy Director, Senior will be accountable for all activities related to IT strategy and design functions; project portfolio management and project management methodology; and innovation initiatives.
This deputy is a peer to the Deputy for Operations, who oversees operation of all production services.


This is an at-will UNCLASSIFIED position and serves at the discretion of the Appointing Authority.

Duties include but are not limited to

  • Fosters business-oriented and digital-ready culture, mindsets, and practices.
  • Leads the development of the IT strategic plan and roadmap. Ensures integration with the City’s strategic planning process.
  • Acts as a trusted advisor to the CIO in decision-making regarding the application of IT across the enterprise.
  • Ensures IT capabilities and services are designed reliably, sustainably, cost effectively and securely
  • Manages the design and implementation of IT governance processes.
  • Provides strategic direction in the IT organization’s innovation efforts and role in experimenting with new solutions to take advantage of those opportunities in the fulfillment of the enterprise’s digital business needs.
  • Provides strategic direction and oversight for the design, development, operation and support of IT systems and programs that fulfill the needs of the business, including enterprise architecture management, application management, security and risk management, and infrastructure and operations support management.
  • Leads the establishment and execution of a digital workplace. Ensures employees have the tools and work environment to be more engaged, productive, and effective.
  • Leads IT project management methodology and portfolio management.
This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

This individual may be required to work nights, weekends, holidays, or on-call, as needed.

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of Federal, states, and local laws, rules, regulations, codes, and statutes; Government administration and legislative processes; Government finance and budgeting practices and organizational structure in focus area. Knowledgeable of policy development; project management; related policies and procedures; and specific knowledge and standards within focus area.

Demonstrated skills coaching and mentoring employees; communicating with various internal and external departments. Demonstrated skills conducting extensive research; establishing and maintaining effective working relationships; managing and leading; performing data analysis; and planning, directing, coordinating, and evaluating operations of the department of focus. Skilled in preparing, writing, and reviewing reports and other work, including scope of work; providing strategic oversight to City departments and functions; and responding in a timely manner to inquiries and concerns of the public. Skilled in serving as Director in the absence of the Director. Using efficient learning techniques to acquire and apply new knowledge and skills. working strategically and collaboratively across departments and agencies; oral and written communication; interpersonal communication.

Demonstrated ability to be adaptable and anticipate future needs and assess operational concerns; balance conflicting priorities; make important decisions; be flexible; problem solve; self-manage; and work in teams.


MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in public administration or field directly related to assignment.
  • Eight years of leadership responsibilities within one or more units of large, enterprise IT programs. Cross-discipline experience (applications, infrastructure, end user services) preferred.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.


LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • ITIL Foundations (preferred)
  • COBIT Foundations (preferred)
  • PMP (preferred)


PREFERRED TRAINING AND EXPERIENCE:

The candidate must be a visionary and have a broad technical and management background in IT, including
  • A demonstrated leadership in the IT environment across multiple hardware and operating system platforms.
  • Experience in the implementation of new automated systems and enhancements to existing systems.
  • Ability to keep automated systems current with new legal requirements and/or changed client business processes.
  • Management and completion of major cyclical activities.
  • Demonstrated experience in leading IT strategy and strategic planning.
  • Demonstrated leadership of large scale, complex IT projects.
The candidate must demonstrate ability to
  • Handle multiple tasks simultaneously.
  • Create and manage yearly budgets in excess of $15,000,000.
  • Manage large cross-functional teams or enterprise projects.
  • Influence senior-level management and key stakeholders effectively.
  • Communicate with excellence in person, in virtual meetings, and in print.
