DEPARTMENT OVERVIEW
The Research Grants Program Office (RGPO) is a department within the Research and Innovation in the Division of Academic Affairs at the University of California, Office of the President (UCOP). RGPO programs fund research that is critical to California, the nation and the world. RGPO awards over $100 million in new research grants annually and oversees a broad grantmaking portfolio that includes more than 500 active research grants totaling $350 million. Our grantmaking enables researchers to collaborate and solve the most pressing problems in the state and the world. RGPO grants enhance UC's research capacity and excellence, which helps attract top faculty, graduate students, government funding and companies to our state. RGPO also provides grants for training undergraduate, graduate and postdoctoral researchers, whose work will benefit California communities. Organizationally, RGPO consists of several systemwide and statewide grant-making programs and administers special state and university research funds and initiatives with integrated central shared services that provide core operational support for the grant-making enterprise.

POSITION SUMMARY
Grant Operations provides centralized support to RGPO program teams in the execution of proposal solicitation and review, grant award contracting, post-award grant administration, database management, payment processing, and other grantmaking support for all the programs and teams. Employing expertise in research grantmaking, grants administration and policy, the Director of RGPO Grant Operations leads this comprehensive unit and supervises the managers and team leads within the unit. The director is responsible for providing strategic operational and policy direction, identifying opportunities and strategies to streamline operational procedures and enhance reporting, coordinating development or updating of grant administration policies, executing research agreements, and providing oversight, coordination, and management related to all aspects of RGPO's shared grant operations services. The Director is a member of the RGPO leadership team and contributes to collaborative, solutions-oriented decision-making that balances programmatic and operational considerations across the organization. The ability to evaluate operational needs and opportunities, identify operational solutions, execute them effectively through delegation to subordinate managers, and collaborate across teams for organization-wide benefit is a key requirement of this position.

Responsibilities
40% Grant Operations Leadership and Management: Directs effective provision of shared services for planning and execution of proposal solicitation, peer review, and funding decisions for all RGPO grant cycles. Oversees coordinated calendaring of competition cycles, taking into account both technical and administrative requirements. Directs post-award grants administration processes and coordination with the UCOP Research Policy, Analysis and Coordination unit (RPAC). Ensures overall cohesion across shared services and facilities integration across the grant lifecycle (proposal solicitation, application review, grants administration, grant accounting and reporting. Coordinates and facilitates prioritization of requests for database configurations and grant portfolio reporting with the data systems manager. Provides data and analysis of operational practices to support leadership and organization-wide decision making. Keeps abreast of best practices in research grantmaking and identities opportunities for continual improvements in RGPO's operational execution. Serves as the primary liaison between Program Directors and Grant Operations staff providing leadership and coordination throughout the grantmaking lifecycle. Achieves results through supervision of, and effective delegation to, four to six direct report managers with expertise in each of the functional areas comprising the Grant Operations unit. Leads with integrity, follows through on commitments, and contributes to a supportive productive organization.

30% Policy Leadership and Development: Provides leadership and strategic direction within RGPO and UCOP regarding state-of-the-art grant management policies, standards and procedures. Serves as primary liaison with other offices within UCOP to identify needs for updated systemwide research administration policies and practices. Consults with Program Directors and other UCOP units as appropriate to ensure consistency with UC policies and practices, regulatory requirements, and state or legislative guidelines where applicable. Maintains policy documents, operations manual, and ensures consistent staff training on the application and interpretation of guidelines. Ensures that grant administration is managed in accordance with RGPO policies and procedures as well as UC audit and compliance guidelines. Develops new policies and procedures as business and funding requirements develop and change. Oversees analysis and policy development for contracts and grants issues and processes. Evaluates policy proposals through the lens of impact of grantmaking goals, including enhancing equity in grantmaking.

15% Records and Management: In coordination with the data systems manager and RGPO Executive Director, oversees ongoing development and enhancements of RGPO information and data systems to ensure organizational-wide goals are met. Ensures coordination among the RGPO data systems team, RGPO leadership, vendors, and UCOP information and technology. Facilitates priority-setting and roll-out of configurations to enhance data collection and reporting capabilities. In consultation with the data systems manager, provides analysis and recommendations on enhancements that streamline user experience of applicants, reviewers, grantees, fiscal officers, and staff. Leads efforts to improve database training and user training materials. Provides guidance on development of data reporting capabilities in relation to both internal operations and grantmaking metrics.

15% External Relations and Collaboration: Serves as primary liaison with campus contracts and grants officers and non-UC recipient institutions' sponsored projects offices to facilitate resolution of grant reporting compliance. Works across UCOP and with recipient institutions to identify opportunities to enhance procedures and reporting to ensure compliance and grantmaking goals are met. Maintains collaborative relationships to facilitate problem resolution and identity new opportunities to enhance grantmaking outcomes and reporting.
Required Qualifications


  • Advanced degree in relevant area including public or non-profit administration, law, or other related field and at least 10 years of relevant experience.
  • Proven experience in research administration and in negotiation and executing research contracts and agreements involving state and/or federal funds.
  • Advanced knowledge of grantmaking and data information systems for grants administration, including previous experience in public, government, foundation or University research granting.
  • Extensive experience in leadership roles involving developing and managing people and teams.
  • Demonstrated ability to achieve results through respectful delegation to subordinate managers.
  • Collaborative, effective, and proactive in moving complex projects forward that require consultation with both internal and external stakeholders.
  • Outstanding organizational, problem-solving, and project execution skills to ensure project realization.
  • Demonstrated understanding of ethical issues in a University setting and the ability to instill and maintain appropriate standards of behavior and feedback. Proven ability to maintain confidentiality of sensitive issues and information and exercise discretion in dealing with sensitive or potentially sensitive topics.
  • Ability to ensure accuracy and timeliness of reporting, and supporting subordinate staff in production of data and reports to inform Program-specific and RGPO-wide decision-making.
  • Skill in analyzing information, problems, situations, policies, or procedures to define the need or objective, formulating alternatives for resolution or new program development, recommending alternative choices and implications for implementation.

    The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

    Position location: This position is a remote eligible position in the State of California.
