Under general direction from the Fire Chief, administers directions to different divisions within the fire department; commands authority and responsibility for all emergency activity during assigned shifts; may be assigned to a variety of non-command or command special assignments; and performs other related work as assigned.
Examples of Duties

- Manages a wide variety of emergency and non-emergency operations within the Fire Department which include firefighting tactics, fire suppression, fire inspection, fire and environmental safety, disaster preparedness, emergency medical services, rescue and salvage operations, and the training and safety of personnel.
- Supervises special assignments such as testing and repairing fire hydrants, conducting fire prevention inspections, and community risk reduction activities.
- Administers overall operations of all fire personnel and fire station; provides command at significant emergency incidents.
- Ensures the implementation of goals, objectives, policies, procedures and work standards of fire management programs and systems; monitors the outcome of activities and proposes recommendations for improvements.
- Supervises and evaluates the work performance of personnel; provides staff training and development programs; provides counsel to correct deficiencies and administer discipline to subordinate personnel including interpreting and enforcing compliance with District and Department personnel rules and department operating procedures.
- Participates in the administration and development of the department's annual budget.
- Prepares a variety of written reports; researches, analyzes and evaluates department services and programs and develops recommendations on current and future needs.
- Maintains and updates training and certification records for all department personnel.
- Reviews and updates various manuals.
- Coordinates and evaluates drills.
- Establishes and maintains effective working relationships with the public, neighboring agencies, and all levels of District and Department staff; and confers with other departments and local agencies regarding fire activities and procedures.
Typical Qualifications
Employees appointed to this classification shall be a minimum of 21 years of at time of appointment.
Education and/or Experience
- An Associate's degree with major course work in fire science or a related field.
- Three years of experience as a fire captain with a recognized California fire department.
- Possess and maintain a valid American Heart Association Basic Life Support (BLS) certificate or equivalent.
- Possess and maintain a valid National Registry and/or California Emergency Medical Technician (EMT) License.
- Possession of a valid Class A, B, or C California Commercial Driver’s License.
Desirable Certifications
- Possession of State of California Company Officer or Fire Officer Certification is desirable.

Knowledge of:
- Operations, services, activities, and techniques related to fire administration, fire suppression, fire prevention, fire and environmental safety, fire inspection and damage control, and City's fire emergency services program.
- Principles and practices of program development and administration.
- Principles and practices of budget preparation and administration.
- Operational characteristics of fire suppression apparatus and equipment.
- Fire prevention and inspection practices as identified in the California Fire Code (CFC).
- Emergency medical services, physical rescue, emergency recognition and safe operation procedures relating to hazardous materials; overhaul and salvage operations.
Skills and Ability to:
- Analyze emergency response and operations problems, and developing recommendations for effective courses of action, especially under emergency circumstances.
- Manage and direct the operations and activities of a division within the Fire Department.
- Plan, organize, and direct the work of a large group of employees on an assigned shift.
- Develop, implement, and interpret administrative goals, objectives, policies, procedures, work standards and internal controls.
- Monitor a budget and anticipate budgetary needs, programs and services.
- Represent the Fire and Life Safety Department at a variety of community or special events as assigned.
- Demonstrate physical endurance, agility, strength, and stamina in the performance of hazardous tasks under emergency conditions.
- Communicate effectively, both orally and in writing.
- Operate modern office equipment, such as a personal computer and software programs relevant to work performed, to prepare reports, correspondence, and public presentations.
- Establish and maintain cooperative and effective working relationships with all levels of District staff and volunteers, community organizations, and the public.
Probationary Period:
Employees appointed to this classification shall complete a minimum of one (1) year of probation from date of appointment. The Battalion Chief shall be evaluated at the one-year mark through an appraisal process to determine their suitability and capabilities to perform the full ranges as described in this classification. If the battalion chief does not successfully complete their probation period may have their probation extended or could be demoted to the position of fire captain. Outside appointment to the position battalion chief will be separated from the department in the event of an unsuccessful probation period.
